There are about one-and-a-half million undocumented immigrants living in New York City. Many of them come here legally and overstay their visas. One of these visas? The J-1. It’s intended to be a “cultural exchange” visa — almost like a study abroad program. As Hannah Critchfield reports, migrant advocates say the J-1 is being abused.
